In Italy, the Ministry of the Interior sets the rules for citizens' identification. The operational aspects and issue of identification documents is carried out by local municipalities of which there are more than 8,000.

Situation
Under the existing system, each municipality issues an identification document to local residents, which identifies the holder when necessary, for example, when asked by the police or public administration. The Ministry of the Interior wanted to develop an electronic ID system that would be very difficult to forge, give citizens greater access to public services and cost less to manage than the current paper-based identity document system.

Our approach

Getronics worked on the development an electronic ID card system using a combination of laser technology (optical memory card) and microchip technology. Each identification card has an optical strip which can be encoded with a laser to store information, for example personal data with a mini photograph. The information can be read by the naked eye but cannot be changed.

RSA-microchip technology enables the holder of the card to have a secure ID on the Internet allowing remote access to public administration services. This is the first system to substitute a conventional identity card with a smart card issued for use on-line. It is also the largest project in the world involving a hybrid card, i.e. a smart card with an optical memory.

The system is currently being used by around 120 municipalities. The long term objective of the Ministry of the Interior is to extend the electronic ID system to include all Italian citizens as part of the government's commitment to delivering more public services on-line.

Results

The new EIC has proved to be a convenient and secure method of accessing public services through a computer connected to the Internet or a public point of access. In the near future the Electronic Identity Card will be the foundation of an electronic voting system. This is currently undergoing trials in Italy, and uses fingerprint ID recorded in the microchip. This system has eliminated a great deal of paperwork and reduced the amount of time it takes to carry out administrative procedures. The result has been time and cost savings for both the Public Administration and citizens.
